Communication is ‘sharing information’ and a device is ‘a thing made or adapted for a particular purpose, especially a piece of mechanical or electronic equipment’. Put together, it’s simply a way of describing an electronic device that helps people with little or no speech to communicate. The devices are usually recommended by a speech pathologist, and are a part of augmentative and alternative communication strategies (AAC).
